CDPH warns about potentially dangerous substances Kratom and 7-OH after overdose concerns in Los Angeles County ABC7 San Francisco

The Rockefeller Institute will continue to monitor the kratom policy landscape as it evolves. Some variations of these kratom consumer protection acts have been introduced this session in states like Kratom Farms Hawaii, Idaho, Illinois, Massachusetts, Maryland, Michigan, Ohio, Pennsylvania, Washington, and Wyoming. Though several kratom bills were considered this session by the Florida legislature, their session ended in March without any of the pending bills being passed that would have maintained the status of 7-OH.

  • In another video, the employee tells UFL linebacker Momo Sanogo that a kratom-infused chocolate bar will help with mental clarity during workouts.
  • “It first came to my attention in dealing with local high school athletes that were using it for anxiety and pain control from soreness after practice,” Quigley said.
  • “It definitely has the potential to be more dangerous because it’s more potent and unregulated.”
  • Different strains have unique effects and dosing considerations.
  • It’s that the powder kind of limits how much mitragynine and 7-OH you can get into your body.
  • In rare cases, kratom overdose can lead to coma and death.

Cons of Kratom Specialty Shops

In July 2025, the FDA formally recommended that the DEA place 7-hydroxymitragynine on Schedule I of the Controlled Substances Act. The key is sourcing from vendors who extract naturally rather than synthetically in a lab, and who operate transparently in compliance with state regulations. Only mitragynine, 7-hydroxymitragynine, speciociliatine, and corynantheidine are currently known to be pharmacologically active. White Rabbit kratom seltzer offers a unique experience that combines the benefits of kratom with delicious, bubbly refreshments. A fact sheet from the Department of Justice’s Drug Enforcement Administration explains that consuming the plant produces stimulant effects in low doses and sedative effects in high doses. “It is often used to self-treat and relieve pain, anxiety, depression, coughing or opioid withdrawals,” lawmakers said.

Illinois, for example, has legislation under consideration that would make mitragynine and 7-OH Schedule III, which would restrict rather than outright ban the substances. Kratom bans have also been the most frequent tool employed by localities, such as Albuquerque (NM), Kansas City (MO), Nassau County (NY), and Spokane (WA), to try to limit the presence of kratom in their communities. Kratom leaves contain two compounds, mitragynine and 7-hydromitragynine (7-OH), that can have opioid-like effects in higher doses. We do not make specific medical claims about kratom. At the federal level, kratom is not a DEA-controlled substance, though the agency has weighed scheduling in the past. It’s a potent kratom alkaloid designed for careful, responsible use.

What states have banned 7-OH?

But it has recently emerged in the U.S. as an unofficial remedy for anxiety, pain and drug addiction, with companies marketing it in the U.S. as all-natural and safe for consumption. The FDA and HHS announced a call to action against 7-OH products in a press conference on Tuesday, where Robert F. Kennedy Jr. described its growing availability and the weight of addiction on the American people. While vendors may advertise kratom as safe and "all-natural," the composition can vary widely and may not accurately reflect the product labeling, experts caution.

“When it comes to these synthetic compounds, it's like we're playing whack-a-mole," said Rep. Sean Brennan (D-Parma) at the JCARR meeting in April. "We ban one and they create another. Lawmakers have long said they struggle with keeping up with the rapid evolution of synthetic substances. There are bills that would put more regulations on all forms of kratom. "When you remove a lower risk product from the community that still has pain and still has demand the demand doesn't disappear. It relocates to untested, unregulated or illicit alternatives where the real dangers live."

“I mean it’s everywhere, every store I go into, every gas station, every mini-mart or convenience store,” he said. As a last resort, he said he turned to an addiction treatment facility in October that utilizes Ibogaine, a powerful psychedelic used in other countries but illegal in the U.S. “They’re these little blue bottles that you find at gas stations,” said the former player, who asked not to be named in order to speak openly about his addiction. “It first came to my attention in dealing with local high school athletes that were using it for anxiety and pain control from soreness after practice,” Quigley said.

Florida remains one of the more accessible states for kratom users, though local ordinances in some counties may add restrictions. Kratom is legal statewide for adults, but the state enforces age verification (21+), proper labeling, and the prohibition of adulterated products. The Texas Kratom Consumer Protection Act regulates kratom sales statewide. A new regulatory framework allowing kratom sales takes effect in April 2026. Both kratom legality by state and 7-OH legality vary widely. This marked the most aggressive federal action in relation to regulating the use of kratom compounds since the failed DEA scheduling attempt in 2016.

The FDA then began studying the ingredient, concluding in 2018 that kratom contains many of the same chemicals as opioids, the addictive class of drugs that includes painkillers like OxyContin as well as heroin and fentanyl. Consult your healthcare provider before using kratom products. Councilwoman Michelle Ziel-Dingman, who originally brought the kratom issue before the council, said it’s not ideal for localities to oversee the potency of products and all the factors that make them safe. Councilman Jim Francis said even those whom he’s talked to who are against the ban told him there should be some regulation on kratom products, such as concentrates. One of those ingredients is kratom, a plant that naturally contains about a quarter of a percent of opioids. In Missouri, you can buy kratom products in smoke shops and gas stations, but the price is higher than many people know.
